1} LEAGUE REGULATIONS, GENERAL MANAGERS DUTIES & AWARDS
A. Host
1) SFHL will use Yahoo Fantasy Sports for player transaction and stat keeping
2) SFHL will use capgeek for player salary information, with nhlnumbers.com only used as secondary source
B. GENERAL MANAGER'S DUTIES
1) When the season begins all rules & regulations will not change only if it's deemed necessary by League Office, a vote of 75% (Hockey Ops Department) is needed to pass an in-season rule change
2)Rule Changes - Draft GM’s can submit new proposals for rule adjustments or addition. To pass any rule or regulation a vote of greater then 60% must be met. Rule changes must be voted on prior to the Fall Draft to be in acted for the following season.
3) Entry Fee - must be paid at the start of the season. No Refunds.
4) GM's will discussed if there will be any expansion into the league and/or relocation of a team plus disbandment.
5) General Managers are responsible to have the full 22 man active roster for the start of the season.
6) League Paticipation Bylaw - Gms must login into yahoo & message board 2x's per month.

D. SALARIES AND SALARY CAP
Floor: 50.7M Ceiling: 69.3M
1) Players Cap Hit
- www.capgeek.com will be used to determine players cap hits. Signing and performance bonuses are not including in a players cap-hit.
2) Active Roster
- The 22 players on the active roster must be under contract and fit under the league cap.
3) Player must have a salary no less then 100K
E) Brian Burke Salary Rule
1) December 15th will be the start date for Relief and Expense on salary.
2) Salary can be traded in 500K increments.
3) Acquiring team must assume a minimum of 500K of traded players cap hit.
4) The 500K increments will apply to the trading team, with the acquiring team picking up the remainder of the salary
5) Teams can only receive 5M in cap relief from other teams
6) Teams can only grant 5M in cap relief to other teams
7)Teams will always carry the salaries of players that were picked up off waivers or buy-outs, and when trading increments of a players salaries

C. TIE BREAKER
1) Plus Minus Category will determine the final position of teams if they are tied from 1st - last Place, followed by Goals .(this will not reflect the Entry Lottery Draft)
{3) ROSTERS AND PLAYER STATUS
A) TEAM FULL MAN ROSTER 50 PLAYERS
1. Teams will be able too carry a max of 50 players and min of 22.
2. All Players in the organization will count towards there totals, be it if a player(s) is on SFHL IR/IR/LTL/TAPSL
3. GM's when adding a new player, and at the max must first make a roster move (Trade or Release-Buyout)
B) ACTIVE ROSTER (22)
1) Position eligibility will be determined by Yahoo
2) The Active Roster must be filled with 22 players under contract in the NHL; these players must fit under the salary cap rules.
3) Rosters must always be filled under these set rules. Having a total of 3 players for each left wing, right wing, center positions, with 1 player in the utility spot, 6 D-Men and 2 Goalies. The bench will be made up of 4 players fwds or d-men.
4) Teams will only be allowed to have 2 goalies dressed on the active roster
C) Farm System (28)
1. Players that are on the farm team will either be prospects, players on two-way contracts, or players that pass through waivers.
D) Injured Reserve Placement (yahoo)
1a) Teams can keep player's on the IR after Yahoo has activated themoff.
b) GM's will not be able to make any trades, roster moves, free agency pickups.If they elect to do this. The only thing allowed will be editing lines.
3) Players on the IR do not count towards team cap hit.
4) CAMUR:
Teams can now trade players from the IR (YAHOO/7DAY) to another teams IR without placing that player first on the 22man roster. The acquiring team- when the player is activated by nhl to play, the gm will have 48hrs to place that player first on the 22 man roster, waive or trade(1way). IF this isn’t done the team will lose the player to free agency and will have to pay ½ the players cap hit for the reminder of the season.
Players will be flagged by Department of Hockey Operations, section of the Minister of Sport & Player Safety Mr.Kooch Kemila
E) 7 Day SFHL IR Placement
1) Players will be place on the 7 day IR board for a total of 7 days no less, with time stamp & date of return of play.
2a) Player must be listed on yahoo status as DTD or IR to be inserted in this board.
b) Team Medical Staffs can send in info on player status if injured (DTD/IR) but dont hold the yahoo status. Info/Med Reports - tsn.ca, nhl.com, yahoo.ca
4) Teams will follow procedures outline in Section 3C of the rule book. Teams will have 48hrs from date/time stamp of return to player back on active roster
F) Long Term List (LTL) & Team and Player Special Leave (TAPSL)
1. Players that were Protected that dont have contract and or NHL Team they would be placed on the LTL. If a player was drafted (U.F.A) and didnt have a contract and or team they would also be placed on the LTL. GM's would have 48hrs after said player reiceved a contract and or signed with NHL Team
2. Team seeks Season Leave - Players that are unbale to play in the upcoming season due to medical reasons. Will be placed on the TAPSL.When a player gets place on TAPSL list they will be on there the full season. when teams submit protected lists before the fall draft. This player remains the property of that team and will count as one of their 15 protected players and count towards the 50 MAN ROSTER. The player cannot return to the SFHL at any time durining that season of play. (Types of Issues:Contract hold out, playing in KHL, personal/family reasons and or issues).
* this will also apply to UFA Players drafted
This is there so a team doesnt lose that player through waivers
3. If a player that isnt in the SFHL Central Player Database and plays in the NHL sometime throughtout the season, that player must first be deemed elgilbile in the SFHL/NHL. At that time the player becomes a FREE AGENT (on yahoo)
G) SFHL PLAYER STATUS & CONTRACT TYPES
1) Prospect Status: Skaters 100games or less, Goalies 60 games started or less. For overage prospects the BY 1988.
2) 1 way Contracts - Protected List , or Players making more then 3.001M
3) 2 way Contracts - Prospects, players 3M and under UFA Draft or free agent signing.
H) Player Protected List (Keepers)
1) Teams will submit a Protected List before the FALL DRAFT. GM's are allowed to have a minimim of 12 players to a maximum of 15 players. Teams will only be allowed to protected 2 goalies.
2) GM's will also submit a Prospect List, there is no limit on this. If teams elect not to protect a prospect, they will become a free agent
{4} TRANSACTIONS
A. TRADES (No Maximum)
1) Trading is permitted between teams up until the SFHL Trade Deadline.
2) Trades must fall under all Rules & Regs at all times, and must be approved by a member of the SFHL Head Office before GM's can actually move players on Yahoo
3) Teams can trade any assets: Roster players, prospects, farm players, Entry or UFA draft picks (picks for the next 2 drafts), and In -Season Free Agent Signings. Teams may only trade away a maximum of 2 In-Season Free Agent Signings, and may only acquire a maximum of 2 In -Season Free Agent Signings.
4) "Sign-and-Trades" are permitted, but the player must appear in at least one game for the team signing him before they are traded (player must appear in the "Team Log" in Yahoo).
5) "Rental Player" trades (trading a player this season and getting the same player in an off-season trade) are not permitted.
6) Commish Office has oversight on all deals regurading conditional picks. Team cannot re-acquire conditional picks
7) A 1-way player who has cleared waivers and is on a farm team, if traded, must report directly to the new team's main roster (player does not need to clear re-entry waivers). A 1-way player who is on a main roster, if traded, cannot report directly to the new team's farm team without first going through waivers
8) Timetable of Trading Seasons
- Off-Season (Determined by the Commissioner) - Trading Period opens - Trading allowed up until deadline for submission of 15-Player Protected Lists (No trading of salaries allowed)
- Fall Draft - Trading Period re-opens 12-24 hours before the draft, and continues for 48 hours after the draft (Trading of salaries allowed)
- Regular Season - Trading Period re-opens at beginning of NHL regular season
- Trade Deadline (Determined by Commissioner)
B. FREE AGENCY
1) Each team is allowed 5 In-Season Free Agent Signings per season. This will be run in conjuction with the trade deadline. There will be no carry overs.
2) Players that sign as a Free Agent must be first inserted onto your active roster.
3) Eligible Free Agents are those players who were (or would have been if they had an NHL contract) eligible for the current season's UFA Draft (ie Prospects cannot be signed mid-season, although Overage Prospects can)
4) In-Season Free Agent Signings fall under the same player status rules as those in the draft - Players making $3M or less are 2-way, players making over $3M are 1-way
C. CALL-UPS (2 per Player)
1) Players may only be called-up a total of two times. After this option is used the player may be call up on rentry-waivers.
2) If a player has been called-up due to a player being placed on the IR, it will not count as a call-up
3) GM's are responsible for showing how many call-ups each player has had on their team page on the Message Board
D. WAIVER-WIRE
1) 1-way players cannot be sent directly to the farm team - they must first clear waivers. (100% of salary if player is claim)
a) Players that are waived; Can't be traded with "Salary Relief" unless first passing through re-entry waivers.
b) Teams will only be allowed a set number of times to waive 1 way players (3 soft cap)
2) 1-way players on the farm team must clear re-entry waivers before being called up to the active roster. (50% of salary)
3) The time line to put a claim in will be 24hrs from when the team places a player on waivers on the Message Board. Any team claiming a player may not insert that player into their active roster until that 24 hours is up.
4) If a player is claimed off waivers, the team waiving the player and the team claiming the player are each responsible for 1/2 of the player's salary (or the player's adjusted salary, if they had been previously traded under the Brian Burke Rule). Split salaries will be rounded down to the nearest $1000
5) If a player is waived a second (or third etc) time, the player's currently assumed salary will be split in half, and the team that first waived the player will still be responsible for the same amount they had been paying.
6) Waiver-wire position will be determind by the UFA Draft order. The team that drafts last will get the first position on the waiver-wire, and the order will progress in reverse from the UFA draft.
7) There are no waivers during the off-season.
Waiver Salary Calculation Example
- Player A ($6M Cap Hit) traded from Team 1 to Team 2, with Team 1 taking on $1M. Team 1 pays $1M, Team 2 pays $5M.
- Player A then waived by Team 2, and claimed by Team 3. Team 1 pays $1M, Team 2 pays $2.5M, Team 3 pays $2.5M.
- Player A later waived by Team 3, and claimed by Team 4. Team 1 pays $1M, Team 2 pays $2.5M, Team 3 pays $1.25M, Team 4 pays $1.25M.
E. BUY-OUTS AND RELEASING PLAYERS
1) Teams will only need to buy out players if they come to the max players allowed (50)
2) Prospect status players salary cap will not count against teams cap it would be a straight release.
3) The team will be responsible for 1/2 of a bought-out player's salary. If the player does not have a current contract, then no salary will be added to the team's cap.
4) A bought-out player becomes a free agent.
5) A player may be released during the Off-Season, and no salary will count against the team's cap
F. RETIREMENT
1) If a player on your roster retires before the start of the season you will not be penalized or be on the hook for his salary.
2) If the player retires during the season, the full amount of the salary will count towards team cap.
{5}. LEAGUE EXPANSION & RELOCATION
A. TEAMS
1) General Managers that want a franchise in the Saugeen Fantasy Hockey League must inform League Office of their request before the end of the NHL season - April 12th.
2) New applicants must meet all SFHL League Office requirements before being granted an expansion team in the league.
3) Expansion Teams will be put into the SFHL Entry Draft Lottery to configure position in the top 4.
4) If there are more then one team entering the league at the same time there will be a draft lottery to determine which team goes first in the Expansion Draft.
B. ROSTERS
1) Expansion Teams will pick players from the Unprotected List. The players on the Unprotected List are those players who existing GMs in the league did not protect in their Protected Lists.
2) New GMs will also be able to draft players that are in the U.F.A Draft, but there is a set number they can pick which is as follows: (1)goalie, (2) D-Men, (2) Forwards.
{5A} RELOCATION
1) The Commissioner and League Office will try and find a replacement to run hockey operations for that team. (Example: Nordiques
6. SFHL Fall Draft & By-Laws
A) ENTRY DRAFT ( 1-3,5 ROUNDS + 4 RND Awards )
1) Draft Position ( 1-16, 1-16, etc)
2) There will be ( 5 ) rounds, with an extra 4th round for Top 3 teams in League.
3) Round 5 will be players that are drafted in the nhl that year , the order will be 1st place followed all the way 16th place overall in the regular season.
4) Players that can draft must have Prospect Status, and are not overage's
5) The bottom Five teams, will be in a Draft Lottery to determind there position 1st, 2nd, 3rd, 4th and 5th. It will be a weighted lottery. If teams are tied for 5th place they will be in the lottery.
B) U.F.A DRAFT ( 8 ROUNDS ) SNAKE DRAFT
1) Postion will be determind by a draft lottery in which each team will have one ball. This will also set in motion the waiver-wire positon.
2) There will be 8 rounds in this snake draft.
3) Players drafted must not have entry prospect status, and have played in the NHL, unless they are consider overage prospect status.
4) Players eligible in the draft must NHL rights. (NHL Contract)
5) Players making 3.0 Million or less will be granted TWO-WAY CONTRACTS
C) Discipline & Suspensions:
General Managers must be active in the season for this roto-league to work. Bi-weekly participation is being asked to all General Managers/Owners (yahoo and message board). First Offense, Team and GM will be issued a warning, Second Offense the team’s first overall entry pick will be allocated to the last pick in that round. The Third Offense the team will have their 1st overall entry pick forfeit. All picks will be for that Draft Year. This falls under the “Mario Lemieux Rule”
*Teams must inform The Commissioner Office or LeagueOffice if there was reason for their lack of participation with yahoo lines and league msg board.)
**We will use the Entry Draft Picks for the Participation Discipline, if teams do not have any picks for that draft year; we will look at the following year’s picks. This issue will be dealt behind closed doors. The GM will receive a pm from Hockey Operations Department. All warnings and offenses will be recorded.
Suspensions:
Player Suspensions will be handled by the Commissioner J.V or Hockey Ops Director Mr.Grass. The player that was involved in the fraction will be suspended (place on the beach for x # of games). Teams have the right to ask for a conference call on the decision for appeal.

5) If a player is waived a second (or third etc) time, the player's currently assumed salary will be split in half, and the team that first waived the player will still be responsible for the same amount they had been paying.
6) Waiver-wire position will be determind by the UFA Draft order. The team that drafts last will get the first position on the waiver-wire, and the order will progress in reverse from the UFA draft.
7) There are no waivers during the off-season.
Waiver Salary Calculation Example
- Player A ($6M Cap Hit) traded from Team 1 to Team 2, with Team 1 taking on $1M. Team 1 pays $1M, Team 2 pays $5M.
- Player A then waived by Team 2, and claimed by Team 3. Team 1 pays $1M, Team 2 pays $2.5M, Team 3 pays $2.5M.
- Player A later waived by Team 3, and claimed by Team 4. Team 1 pays $1M, Team 2 pays $2.5M, Team 3 pays $1.25M, Team 4 pays $1.25M.
E. BUY-OUTS AND RELEASING PLAYERS
1) Teams will only need to buy out players if they come to the max players allowed (50)
2) Prospect status players salary cap will not count against teams cap it would be a straight release.
3) The team will be responsible for 1/2 of a bought-out player's salary. If the player does not have a current contract, then no salary will be added to the team's cap.
4) A bought-out player becomes a free agent.
5) A player may be released during the Off-Season, and no salary will count against the team's cap
F. RETIREMENT
1) If a player on your roster retires before the start of the season you will not be penalized or be on the hook for his salary.
2) If the player retires during the season, the full amount of the salary will count towards team cap.
{5}. LEAGUE EXPANSION & RELOCATION
A. TEAMS
1) General Managers that want a franchise in the Saugeen Fantasy Hockey League must inform League Office of their request before the end of the NHL season - April 12th.
2) New applicants must meet all SFHL League Office requirements before being granted an expansion team in the league.
3) Expansion Teams will be put into the SFHL Entry Draft Lottery to configure position in the top 4.
4) If there are more then one team entering the league at the same time there will be a draft lottery to determine which team goes first in the Expansion Draft.
B. ROSTERS
1) Expansion Teams will pick players from the Unprotected List. The players on the Unprotected List are those players who existing GMs in the league did not protect in their Protected Lists.
2) New GMs will also be able to draft players that are in the U.F.A Draft, but there is a set number they can pick which is as follows: (1)goalie, (2) D-Men, (2) Forwards.

1) The Commissioner and League Office will try and find a replacement to run hockey operations for that team. (Example: Nordiques
6. SFHL Fall Draft & By-Laws
A) ENTRY DRAFT ( 1-3,5 ROUNDS + 4 RND Awards )
1) Draft Position ( 1-16, 1-16, etc)
2) There will be ( 5 ) rounds, with an extra 4th round for Top 3 teams in League.
3) Round 5 will be players that are drafted in the nhl that year , the order will be 1st place followed all the way 16th place overall in the regular season.
4) Players that can draft must have Prospect Status, and are not overage's
5) The bottom Five teams, will be in a Draft Lottery to determind there position 1st, 2nd, 3rd, 4th and 5th. It will be a weighted lottery. If teams are tied for 5th place they will be in the lottery.
B) U.F.A DRAFT ( 8 ROUNDS ) SNAKE DRAFT
1) Postion will be determind by a draft lottery in which each team will have one ball. This will also set in motion the waiver-wire positon.
2) There will be 8 rounds in this snake draft.
3) Players drafted must not have entry prospect status, and have played in the NHL, unless they are consider overage prospect status.
4) Players eligible in the draft must NHL rights. (NHL Contract)
5) Players making 3.0 Million or less will be granted TWO-WAY CONTRACTS
C) Discipline & Suspensions:
General Managers must be active in the season for this roto-league to work. Bi-weekly participation is being asked to all General Managers/Owners (yahoo and message board). First Offense, Team and GM will be issued a warning, Second Offense the team’s first overall entry pick will be allocated to the last pick in that round. The Third Offense the team will have their 1st overall entry pick forfeit. All picks will be for that Draft Year. This falls under the “Mario Lemieux Rule”

**We will use the Entry Draft Picks for the Participation Discipline, if teams do not have any picks for that draft year; we will look at the following year’s picks. This issue will be dealt behind closed doors. The GM will receive a pm from Hockey Operations Department. All warnings and offenses will be recorded.
Suspensions:
Player Suspensions will be handled by the Commissioner J.V or Hockey Ops Director Mr.Grass. The player that was involved in the fraction will be suspended (place on the beach for x # of games). Teams have the right to ask for a conference call on the decision for appeal.
